Worzie,

One of the conditions of entry to the stages for the 2004 WRGB states that anyone found to be carrying fireworks will be refused entry. They should not be brought on the event - please dont spoil it for everyone - leave them at home.

Fireworks Act 2003
Fireworks Act 2003 - police enforceable
These regulations came into force on 22 December 2003.

Regulation 3 prohibits a person under eighteen from possessing all fireworks (with the exception of the firework types listed in Regulation 3(2)(b)) in a public place).

Regulation 3(2)(b) excludes items such as caps, cracker snap, novelty match, party popper, serpent, sparkler or throwdowns from the Regulations. Each of these items is defined in relatively simple terms in Regulation 2.

Regulation 4 also prohibits persons of any age from possessing (in a public place or elsewhere) a category 4 firework. A category 4 firework is defined in Regulation 2(1) by reference to the categorisation of fireworks under British Standard 7114. These are the largest most powerful fireworks.
Both these prohibitions (Regulations 3 and 4) are subject to the exceptions in Regulation 5.

The exceptions in Regulation 5 allow a person under eighteen to be in possession of a firework in a public place, or a person of any age to be in possession of a category 4 firework in the following cases:

professional organisers or operators of firework displays, or their employees;
manufacturers (or their employees) of fireworks or assemblies containing fireworks;
suppliers (or their employees) of fireworks or assemblies containing fireworks for the purposes of supplying the fireworks in accordance with the Fireworks (Safety) Regulations 1997;
employees of local authorities, Government departments and naval, military and air force establishments, for the purposes of firework displays or for use at national public celebrations or commemorative events (or in the case of Government departments, for research or investigations purposes);
persons using fireworks, in the course of their trade, business or employment, for special effects purposes in the theatre, on film or on television;
for the purposes of test purchases by bodies with enforcement powers; and
suppliers (or their employees) of goods for use with fireworks or assemblies containing fireworks, who are using the fireworks to test those goods to ensure they perform correctly or comply with safety legislation.
By virtue of section 11 of the Fireworks Act 2003, a contravention of either Regulation 3 or Regulation 4 is a criminal offence.

Although section 12 of the Fireworks Act 2003 and section 27(1) of the Consumer Protection Act 1987 provide that it is the duty of local weights and measures authorities to enforce these Regulations, this duty is transferred to the relevant police forces (Regulation 6).

The current guidelines in Judges Rules are a minimum of £80 fine plus costs
for a first offence.

In addition, from 1st September 2004 Welsh police have a The Penalty Notice for Disorder (PND) scheme whereby an on the spot fine of £80 has to be paid for anti social type offences including drunkenness, wasting police time and even throwing fireworks on disharging them after 11 pm.

To be honest i think fireworks add to the atmosphere when used at night in the campsites. Lots of fun (if used safely) while everyone's sitting round their camp fires eating BBQs.

But, it always struck me as being pretty safe in November. The forests are usually soaking wet and/or frozen and very little fire risk.

Not so sure about September, the forests are likely to be tinder dry. With all those cars/people trapped in the middle of a forest (the escape routes aren't great) the consequesnces of a big forest fire don't bear thinking about.

I always used to bring fireworks, but if i was going this year* i definately wouldn't be bringing any. I'd be a bit cagey about camp fires too.

* Got a Subaru VIP package this year so i don't have to camp in the forests with all of the riffraff. :D ;)

Actually, i'll miss the atmosphere in the forests... :(

This will probably be a last resort as the "On the spot fine" isn't exactly on the spot, and will require trouble makers to be taken to a Police Station to be charged and issued with the penalty notice. As such it would be pretty silly for South Wales Police and Dyfed Powys Police to start doing this, as it will leave the roadblocks very thin on the ground.

I'm taking 2 35 litre water containers in my vehicle as I have a large group camping in the forest for 3 nights, so anyone with fireworks near me can expect a good soaking (purely as a fire precaution!)!!!!!

I think their part of the atmospher, laying in the back of the transit van trying to go to sleep in the middle of the forest, the van shaking with the explosions every where and the cold condensation falling of the inside of the roof. I had two options lay their and moan to myself or get out and join the party. Definetly some of the best displays I've seen have been at WRGB in the carparks and as for the police, last year they just came and watched !

A: Its against the rules and regs so u may get chucked out
B: We want to avoid the 'battle' situation we had a few years ago
C: YOU endanger every single spectator on the stage

Please keep the fireworks in the car - or preferably at home.

In addition to which, even though we've had a lot of rain, in some areas of the forest the gound will be tinder dry, and a forest fire would not look good for an international motorsport event!

Hi

I know this sounds a bit grumpy, but, we "sleep" in the woods for 3 days marshalling.
by the sunday we are getting a bit grumpy with the lack of sleep due to fireworks.

stopping at 11pm would be great, even stopping at 2am would be good.

i for one will NOT be taking fireworks this year in my opinion the ground will be to dry and i spent £200 last year and by 3am friday they were all gone
competing with the guys 5 cars up the carpark

good fun though

I was parked in CRYCHAN last year when there were some lads that were pissed with fireworks and a camp fire. They decided in their infenate wisdom to throw on some deoderant cans and they exploded and covered a barand new GOLF 4motion with hot ash burning the paint work. If that had been my car i would have got arrested for my actions...............

:D amen to that cause if they need to they will have no hesitation in delaying or even cancelling a stage because some moron is letting off fireworks but dont quote me on that if they do cancell cos of fireworks lookout!!!
