I want to reduce the understeer on my UK99 turbo.
I have two options available to me at the present time (and finances )
1/ go for a set of 2nd hand Eibachs and get bumpsteer/geometry done at PS.
2/ go for a set of STi springs and dampers and get PS to work their magic.
Eibachs retail at about £90 (off here) when available.
I can get a set of STi 6 springs and dampers for £110.
what do you guys reckon I should do?

Andy
I'm not at all sure about secondhand suspension mate. I might be wrong.
Perhaps better to do a little at a time.

i used to have eibachs on my UK my98 turbo with solid (rear only) drop links.
I now have an MY99 Sti5 with standard suspension (ableit solid droplinks f & b & powerflex bushes all round) and its handles a lot firmer and the ride is a bit stiffer than my previous car.

I've just changed the suspension on my MY98, from the Prodrive setup (Bilstein & Eibach). I intially fitted STi6 springs and dampers, but this was way too bouncy for my liking. I've now got Eibach springs on the STi6 dampers, and it handles really well.
I'd be wary of using second hand dampers if they've done big miles, to some extent springs too. I'm sure you are already aware that you don't need to change the suspension to remove the understeer, you can just get the geometry adjusted, although there are other benefits (and drawbacks) from fitting uprated suspension.

Andy, I have the following setup which works wonders on my MY00.
1/ Eibachs
( originally fitted by TSL + solid rear links but car still understeered )
2/ PS bumpsteer / geometry
3/ 22mm whiteline rear anti roll bar
4/ Whiteline Anti-lift kit
Probably the best mods are bumpsteer, ARB and Powerstation geom.

Ive got standard MY98 WRX dampers with Eibach springs and Prodrive Geometry all done by Scoobyclinic.
It has solid front and rear droplinks, 22mm Zerosports anti-roll bars with Whiteline uprated bushes and mounts.
It gives good ride quality with adequate handling for the road.
I junked a set of coilovers due to them being too harsh for the road.
Now on the track? well thats a different story!!
Stiff s springs will not remove understeer. Geometry and roll bars will.
I suggest Whiteline front/rear bars + PS geometry and bump steer. ALK is a bonus.
Keep it compliant!
