I am running a UK MY99 with eibach springs and original dampers.
What I would like to know, is it worth the upgrade to Bilstein dampers?
Would this have a significant change to the ride/handling of the car. ( mainly for road use with the odd airfield/trackday).
What is the typical cost of the upgrade?
Any advice/help gratefully received.

I think you'll find that you will not be able to buy the Dampers. Prodrive have world rights and the only way to get these is to buy the Prodrive Suspension Package (circa £lots). For this you'll get Eibach's and Billie dampers.

Seeing as you've already got the springs it would be a questionable move?

This is the point where people are forced to decide to either stick with standard dampers with Eibach's or replace the whole lot with some other complete replacements (DMS/LEDA/etc.)

I have springs with Koni yellow sport dampers, they are awesome and adjustable!

It is a big difference, as the OEM dampers aren't matched very well to the lower springs.

Yes, it is true. Adjustable for bump and rebound (seperate).

And they are Billies so you cannot go wrong, they won't leak, the ride will be excellent and they will last for ages. Probably end up being much cheaper than other coilover kits too. Figures discussed were around £900.

You can buy billies on their own for a Scoob. Mate of mine got his from Demon Tweeks.

The Prodrive suspension upgrade uses different Eibach springs and Bilstein dampers. They also have two upgrade versions available - the original one and a new set up for higher performance but with harder ride.

Prodrive's adjustable kit is for new shape MY01 cars.

You can buy Billies from most good motorsport accessory places. I got mine from Demon Tweeks. You can buy them direct from Bilstein themselves. The number is 0208 956 5049.
Be warned though, the dampers advertised are not an easy DIY job. You have to modify your existing strut bodies to take the new inserts. This is quite a time consuming job and if you mess it up you're carless till new bits are found.
The ride is a little firmer than standard but the valves in the struts work harder the harder the suspension is used. I would reccomend Bilstein equipment to anyone as i've had it on a couple of cars and i've experience of people using it in rallying. I was told by Bilstein that the new kits are to be released in April for the scoobs. Should be a really cool kit and I think I might be tempted to upgrade to it.

The Bilsteins that came standard in the B4 are pretty awesome and give a great ride. My buddy with a STi V3 has been messing around for ages with various combinations but the ride comes out nowhere as comfortable.
