When you say everything, you mean the heating system, but keep the two valves on the rad/rail open?

Yes, another plumbing question, hopefully not a dumbass one!
We've got a heated towelrail in the bathroom which runs off the central heating. The problem is it's always full of air (at least 75% air judging by where the heat gets too) no matter how much I bleed it. In fact I can leave the bleed valve open and it never fills with water.
I would try fiddling with the return value, except both valves appear to be flow valves (the cap turns the valve). How can I tell which is which? I'm assuming I want the flow fully open, and the return open 1 or 2 turns.
Any advice on sorting this out? Cheers!

Try bleeding the towel rail with every thing switched off as sometimes the rad/rail can actually suck air in depending on the system design/position of the pump, if the rad/rail still doesn't fill then it could be that the header tank is dry or the cold feed from it is blocked and not allowing water to top up the system. Or the air coming out of the rad might actually be gas which is a byproduct of sludge/sediment in the heating system.

Okay-dokey.
I'm not sure it'll be the cold feed as last week I had a rad off to do some decorating, and re-fitted it and it filled up with no probs whatsoever.
