I'd imagine quite a few - but how risky is this?
I'm not tempted by the way.

Whadda you mean 'have licenses'? Driving license? I'd imagine it's similar to car drivers? Bikes are 'riskier' than cars, in my opinion, as the 'plod' seem to take more interest...small plates, loud(illegal) exhausts etc...so more producers issued etc.
Getting back on my bike has saved my life...6 train-a-day commuting into London obviously more stressfull than I'd thought.

The question confused me as well! Do you mean percentage if bikers with road fund licenses (tax discs).

Ian.
(with driving license and tax discs :))

I've got a few mates who ain't done their test and are riding about on 600's, scarey really...
One mate who was riding for ages without, eventually did his test this year and says it aint just a formallity, the direct access training has made him a much better and safer rider!!

Got a brand new gixxer600 sat in the garage and my test is in about 4 weeks, have been tempted to take it out but couldn't afford to lose my licence before i get it!!!

Bottom line: IT AINT WORTH IT
