Handbrake adjustment

I seem to have a lot of play in the handbrake cable and can actually pull 13 clicks. Due to imminent m.o.t. would like to take up the slack. The car is my95 import and, before I start into it I was wondering if it can be done inside the car at the handbrake end or if I have to get underneath?
